List settings don't seem off-topic for a list at all. I agree with John
that it makes sense for a discussion list to set reply-to to the list.
Other redhat lists (kickstart, nahant, taroon, rhelv5-beta at least) do
exactly that. It's inconsistent for anaconda-devel to be the exception.
(If reply-to-list is 'dangerous', one needs to re-think what they are
committing to print.)
