We can't use a comps group to have a whitelist of the files we want to  
include for the images.

Just saying "this set of packages" isn't sufficient unless we're okay  
with the install images increasing in size to 300 megs[1], which, I'm  
really not

[1] As of the last time I looked.  Maybe somewhat more or less now,  
but the magnitude should be close
