pungi != pungi

I'm confused; I've tried running pungi on a stock Fedora8
and Fedora9-rawhide. Using the identical repositories and
pungi config file (down to the path names, etc), I get
different results. In fact so different that in at least
one case, the resulting anaconda/installer does not run.
Why? Does not 'buildinstall' just put things together
from the repositories in question? Does it have dependencies
on the build system (I would hope not)?
