That doesn't help things unless we move repo selection earlier. Which
we don't really want to do. I'm not sure really what the answer is
right now, but I think it does require looking at
a) what's being changed
b) the conditions under which those things want to be changed
so that we can try to actually come up with a reasonable path to
handling them. Which may just be falling back to a product.img like we
do today and having it on boot.iso/cd1
