[PATCH] anaconda master branch, take II

Hello list.

Two slight changes:
1. we don't need to check before calling the rs.activate and
rs.deactivate functions.  they check the integrity of the block object
before performing an action.  So if rs is active and we call
rs.activate, nothing will happen.

2. took away the recursive check. Not doing anything with it so don't
see the point.
