rhel5 [PATCH] Attempt to fix timezone handling (#481617)

Hi,

two things are happening in the two patches:

1) fix bad attempt to deal with #481617
2) add missing zoneinfo files into stage2 taking a simple way of
   adding all files from tzdata package, which means growing stage2
   by 410 KB.
Please see commit messages for details.

If the 2) is not acceptable, we have to update TIMEZONE variable
in upd-instroot manually to reflect zonetab module.
