[PATCH] weighted partition requests, take two

Here's my weighted partition requests patch set one again, this time tested to
shake out all the typos and other basic errors.  I have not yet given this a
test on real hardware, though.  I am hoping someone who was experiencing the
problems to begin with can give it a try and see what happens.
