It is a bit painful, I agree, but the way we've done this in the past
has been problematic and needs some adjustment. I'm trying to find some
ground in between blockers-only and wide-open for perhaps now until two
days before the beta test compose, but I haven't settled on anything
yet.

It's pretty close if you ask releng or QA. A week from today is a beta
test compose. A week after that is the first beta candidate compose.

Agreed -- it's definitely something that should be fixed.
