I'd just re-order it so they are in a fixed location:

1) [ ] Language
2) [ ] Keyboard Layout 
3) [ ] Date and Time

and/or fill in the current value in the next line like chris suggested.

We shouldn't change the order, that's going to mess with muscle memory
:)
