One source of TGA documentation that I know of is:

The other bit of information you'll need to program a TGA board
is the RAMDAC documentation (Bt463 or Bt485 depending on the
card). I don't know of a public source of this information, but
XFree86 does have a copy that someone scanned in from an old
paper databook. If the project you're planning is related to the
Xserver, I would suggest joining the XFree86 development group,
as you get access to this information and to the "new design"
development tree. Email me if you're interested.
