AXP PCI-33 Help

Help, I have an axp pci-33 board that I got a while back.  It had been
sitting in storage for a little while until I could get the parts together
to assemble it.  I've put together the following pieces

1 Quantum 6.3 Fireball scsi II
1 PC AT case
1 S3 chippped video card with 4 mb of memory
1 3.5 mitsumi drive
4 32mb x36 (True parity) ram (Total 128mb)

I put it all together, and flipped the power switch..........

NOTHING, nada, zero, the The power supply comes on, the case fan spins, I
can hear the HD spin up, but thats it.  Nothing to the video output, and
nothing to com1 (though I don't have a terminal program that does 0 stop
bits!)   ANY help would be rgeatly appreaciated.  

Any advice??
