Requests for the SCSI bus are arbitrated by ID number--igher numbers have
higher priority. However, once a device has the bus, it holds it for the
duration of the transaction.
The speed of the bus, once arbitrated, is obviously fixed by the endpoint
capabilities independent of ID number.
