Can't update some packages

Since man segfaulted all the time, I thought it would be a good idea to
apply all the updates from RedHat (for 5.1).  I had trouble with a couple
packages--particularly kernel-headers and glibc-devel.

I was able to 'rpm -U glibc-2.0.7-19', but when I did 
'rpm -U glibc-devel-2.0.7-19', it said "error: unable to install 
glibc-devel-2.0.7-19".  Does this mean anything to anyone?  It 
did the same thing when I tried to install the 2.0.35 kernel headers.
