Had the same problem on an AS200 until I upgraded kernels to 2.0.35 and 2.1.123. They have later versions of the scsi driver and renogiate at the
proper speed. It made a noticeable difference in disk operation and speed. I was using the 2.4 driver. The 2.6 and 3.0 versions used the proper speed.
