The same happens on my Alpha with RH5.1.

Use traceroute -I or -x.
-I uses ICMP instead of UDP.
-x uses UDP with no chacksums.

I didn't find the cause of this poblem. I'm just
guessing, that the UDP-checksums are messed up
somewhere (I think in the kernel, because the
traceroute-source hasn't changed a bit in the last
years...)
