Hi hai,

since a 'normal user' cannot create files under the /var/spool/mail
directory i assume that you have trouble with some mail-related daemons on
your system. Some unix systems use the $user.lock file as a lock machanism
for a users mailbox (think about nfs mounted mail-spool dirs, where many 
unix systems share a users mailbox). Check your sendmail, pop-3, imapd
config.
