I had this too.  It means someone on your network has the same IP that you
are trying to assign to the machine you are installing on.  In short, pick
a new IP address. :-)

Wait till you get to the prompt when it wants to setup swap and you
have not assigned a swap partition (I use a page file to share space
with NT when it is not running) or to the prompt where it must absolutely
read the kernel off your boot disk (I booted the kernel off the hard
disk)...
