I think yes. This is only guess, but seems to me that you have problem with
floppy drive or cable only. I had similar problem with my AXPpci33 some
years ago and got good advise from Eric G/DEC :
If the floppy is continuously rotating, it is a sure sign that
the floppy cable is incorrect. The keying on the cables on
the drive side is very often incorrect. You can try all
permuations with the cable, without damaging your motherboard
or drive. ...
