Accessing Serial Port on Noname MB (AXPXI33) under RH 5.1

Hi All

I see strange behavior of the Serial Ports on both my Noname (AXPXI33 with
standard AT style Keyboard port) based Alpha servers. When trying to
install a backup modem for the 1 st time it seems that no communications
software is able to access the ports (both 0 and 1).
Plugging in a modem both the RD and SD lights are turning on immediately
(starting directly at power up!).

Would anyone have a suggestion as to what to try next?
