Your Ram config seems ok, 4pcs of 72pin parity SIMMs are what's
needed.
At this stage, I would review all my jumper settings - the cache size
& speed settings, the clock divisors, whether the DRAM and cache Ram
modules are properly seated.
In the newer Alpha boards, when the system is powered up, the keyboard
leds will flash once when power is first applied, then once again a
few seconds later when it is initialised. You should also be able to
see the keyboard leds flash (ie reset) if you hit the reset switch.
Jmd mentioned the possibility of the output going to COM1 - this is
possible. If you have access to a PC with hyperterminal running,
perhaps you may want to connect the PC to the PC64's COM1 & see if you
get any diagnostic messages printed out. The com1 i/o is set at
9600bps, 8 data bits, 1 stop bit, no parity.
You may also wish to read/re-read section 3.4.1 of the PC64
motherboard user manual which describes some of the jumper settings
needed to get the NT ARC firmware to start. (Ps - if you don't have a
copy of the PC64 manual, I have one in the PDF format which I can
email to you)

I tried swaping the plugs. I tried a new video card, S3, I went and
bought NEW PARITY memory. And still nothing.
Lets review.
The memory is 4 sticks of 16meg each and is installed in bank 0
of 2 banks of 4 slots. Is that right?
