I have solved my problem. My RH6.0 is up and running, awaiting my tuning.
Two parts:
-----------
1) I was using the kernel image from the installation. Bad. I have no
clue why.
2) While installing, I had my two Millenniums installed. Any driver not
set up to recognize multiple instances of a video card like likely fails.
such as any XFree before 4.0. RH install tries to set up the card within
the install, and sometimes I make the wrong choices on probe or not to
probe. I probed.
My first install somehow rebooted before I saw the 'complete' message.
My boot line:
MILO> boot sdc2:/boot/vmlinux-2.2.5-16.gz root=/dev/sdc2
The only reason it shows up as sdc2 is the SCSI bus holding two removable
drives is given a lower letter than the boot chain.
Disturbing:

If you don't set up the network, you don't have a say in naming the
system. I know it is in a file in /etc/ but a beginner would not.
The Milo howto doesn't show how to access files within directories. I
eventually figured it out with Wes's comment.
The Alpha howto seems to only include info about EV4, EV45 and LCA
systems.
I am trying to untar an archive I set up before wiping my 5.1 install.
tar is about as slow as tar, mixed with molasses, with a gravel aggregate,
sliding down a one degree incline. I still haven't figured out why.
