What makes you think any bus can hit peak? Intel IDE controllers and
disks in the same circumstances can only hit 2/3 of their 33 MB/s
peak. The controller and the disk both have the opportunity to screw
up. The PCI bus can hit peak in Intel boxes, but Digital's Pyxis PCI
chipset can't. And so on.
