Mutia SRM reports 32MB RAM; Linux sees ~21MB

Yet another newbie question....

The subject about sums it up. It seems that I'm losing 10MB or so from
booting SRM->MILO->Linux. 

What is happening here? Is it normal? Am I simply hAlucinAting?
