Encoder? no. But I know Ryan Tucker got Freeamp to compile on my Alpha.
(He did have to fix one of the .h files to do it.) Freeamp runs great
(even on a 166 Multia!) and uses less CPU than mpg123. I think he made a
binary .rpm, but you gotta ask him.
