I strongly dislike this automatic and silent override of my
configuration either.  Red Hat tries to be "user friendly" here and
results, as usual in such situations, are mixed.  At least they
could have drop this now badly misleading 'ARC=false' from
/etc/sysconfig/clock.

OTOH older versions of /sbin/clock in use did not substract 20 years
from a hardware date on UX in a presence of '-A' so we have a somewhat
surprising change of behaviour here.  Also a prospect of explaining over
and over again "you boot via ARCBIOS but your hardware clock is not
really ARC" does not look very exciting.
