i successfully installed an alpha doing this as you describe.  i used 
wget -r to grab the whole RedHat tree.  it did however take me 5 attempts
before i made it all the way through the installation without the
installer program crashing.  so you might try it again.
and if you didnt use wget, perhaps some permissions are wrong?  i don't
know if the installer cares about permissions, but it couldnt hurt to
check.

i'm only up to 'RPMS/g' on the i386 install so i can't tell you how that
works yet ...  all i cay say is that downloading the whole thing over 56k
is *painful*.
