It could be the version of Xfree86 you are running and the associated
driver. Check www.xfree86.org also Red Hat list the compatible hardware on
their web site. I am still having trouble with an ATI card I recently
purchased and will try to switch to the SUSE distribution as it seems to
have better drivers for ATI on alpha. My alpha isn't being used for anything
yet so this is an option for me.
