Increasing the stack size

Hi,
Is there any way to increase the maximum stack size on Alpha Linux without
recompiling the kernel?
Using ulimit means I can increase the limit if I am root, but this does not
seem to be system wide, as when I su to another user anf try to increase the
stack size from the resulting shell I get a permission denied.
I wrote a program which used rsetlimit(), but again this would not allow a
user to increase
their stack size using ulimit.
