UP1000: Promise UDMA card IRQ conflicts?

When I plug a Promise UDMA66 card +disk into
my UP1000, the card is not listed in /proc/ ide,
the disk is not available to the system,
and there appears to be an IRQ conflict.
Should /proc/pci report IRQ 5 for both the VGA
and ide controllers?
