DHCPD - conflicting IP-addresses and WINS-problem

Hi all.
I use an alphaserver with RH 7.1 as server on LAN-partys.
For the last party I changed op.sys from NT4.0 to RH7.1 (due to security,
performance, etc)
I run the server for DHCP, WINS and filesharing (samba).
Several of the computers in the network (Windoze-machines) got sometimes
this error : Conflicting IP.
They worked anyway. Can this have something to do with the lease time ?
The file dhcpd.leases file was empty as well.
The WINS-functionality was bad as well. Browsing the network took a long
time, and often not finding any computers.
(The WINS-servers IP adress was set in dhcpd.conf, and running ipconfig
/all on the clients showed that it was ok).
When I removed the wins-service (removed it from dhcpd.conf) it got OK (but
not as fast a normal WINS-server will do).
The WINS-funksionality in samba was enabled, of course, but may be som
wrong configuration ?
The whole case ended by using the firewall-box as dhcp-server, with no
WINS-support.
Any dhcpd and wins expert out there that have any suggestions to solve the
problems ?
