I think originally it was an attempt to fix some UP2000+ with
broken RTC.

BTW, I suspected that hwrpb->cycle_freq might be zero, that's why
there is "+1" in the check. In this case the PIT routine will fail,
and we'll fall back to the RTC calibration.
