Looks right. Should also handle R_ALPHA_GPREL16, which can be
generated with either -fpic or -msmall-data.
And if there's somewhere to add target-specific compiler options
for these modules, you might want to use one of those as it'll
save one instruction per reference to an .sdata symbol.
