Can 164SX with AlphaBIOS boot from network?

Just for fun, I added a 21140 chip based NIC to my Alpha 164SX with
AlphaBIOS 5.7.  The BIOS recognized it OK and so I enabled it.  Then I
configured a bootp server.  The AlphaBIOS gets its IP address OK.  Next
I configured a TFTP server and had the bootp server pass out a boot file
name.  A trace with ethereal shows that the 164SX receives the boot file
name, but never tries to contact the TFTP server.  After the bootp
exchange there is only a single arp request to check for a duplicate IP
address.  Is this right or do I have something messed up.
