Yes... :-)

Because it is a multi-function device.
IIRC, you need to add to your config file's Device Section:
BusID "PCI:0:9:1"
ie the device ID of the DELTA chip.
Don't ask me why, it was what *I* was told when I first played around
with a similar card.
Now, a couple of caveats:
1. I think it hung on me once; seemed to be cursor-related, so you might
try using:
Option "SWCursor"
in the Device Section as well.
2. It has probably not been tested much, if AT ALL, on Alpha, and even
more unlikely in a SPARSE machine like yours (PC164?).
3, the DELTA does NOT have 3D acceleration, IIRC. It's the GAMMA that
does, and I don't know if anyonme's ever tried that on an Alpha.
