Can't you just make your UPS to shutdown machines cleanly if a battery
is low? NUT ( http://www.exploits.org/nut/ ) will do that with most
UPSes which are around and nut will recompile on Alpha.
You will need to do some adjustments in /etc/rc.d/init.d/halt script
but this is not a very big deal. Also take care not to install
things you need on a partition which gets unmounted during a shutdown
before those things are used. :-)
