UP1100 shipping grief

Hi,
Some of you may remember about a month ago I sent a mail, saying that I had
ordered a UP1100 motherboard off of ebay and the sender telling me that it
had bounced back to him from UK customs. Well I asked him to send it again
this time via UPS or fedex. He said he would and fair play to him he didn't
ask for any more money for shipping. Since then I've not heard a peep out of
the geezer. Seeing as he is/was a Linux Alpha user I'm wondering if he
monitors this list.

I've been sending and buying items from the US since '97 and never had any
problems before. Does anyone know of any action I could take?
I know this might be a bit extreme but would it be possible to ask the NYPD
to take a trip down to his employers and lean on him a little bit?
