Well, 7.0 has XFree86 4.0.1a or some such, which was in somewhat rough
shape on Alpha.
What does the card say on it?
PBXGB == TGA2 == Powerstorm 3D30 (8-plane) and 4D20 (24-plane)
And those are not supported by XFree86 until 4.0.3 (patched) that was
in RH 7.1.

That should work fine, though at 2MB a little limiting at 16-bit depth
or greater.
