hdparm can be used to time disk reads:
hdparm -t /dev/hda
/dev/hda:
Timing buffered disk reads: 64 MB in 1.81 seconds = 35.36 MB/sec
As for writes, you could maybe time a dd if=/dev/zero of=test...
