inetd.conf is part of the inetd package, which appeared last in 
Red Hat Linux 6.2.  Starting with Red Hat Linux 7.0 and every OS 
release since (7.0, 7.1, 7.2, 7.3, 8.0, 9) inetd has been 
replaced by xinetd which provides the same functionality as inetd 
did, and much more, however it is configured quite differently 
with it's own configuration system.

You can consult the xinetd manpages, or Red Hat Linux 
documentation for assistance learning how to use/configure 
xinetd.
