New redhat-rpm-config for ac3

Hi Mike!

I saw you updated redhat-rpm-config to remove the fstack-protector for 
alpha.

I just wanted to let you know, that I submitted a bug-report yesterday 
for this:

Maybe you can add some statement on how to fix it in core-cvs without 
conflicting with the primary archs; I saw you just removed it from macros...
