There are two that I'm aware of.

Qemu has apparently has some kind of beginnings of alpha emulation. 
It's at http://bellard.org/qemu .

And there's a es40 emulator that has pages at http://www.es40.org and 
http://sourceforge.net/projects/es40 .  According to it's wiki, this one 
apparently can boot OpenVMS.

I haven't tried either as I still have a 264DP. :-)
