Generic advice:
$ yum list available > /tmp/available.lst
Then search available.lst with the tool of your choice to see what you
might need.
Otherwise, I would have tried the shotgun approach:
# yum install libdhcp libdhcp-devel libdhcp4client libdhcp4client-devel
