Yes, its part of the pine distribution now.

You get pine, pico, imapd, and pilot.
Also have a look at midnight commander,
ftp://sunsite.unc.edu/pub/Linux/utils/file/managers/mc-3.2.1.tar.gz Which
is a norton commander type program that I have found to work quite well
with speech.
There are also others in the same directory if mc doesn't appeal.
