LILO -- does that mean "Linux In and Linux Out" per chance??

More seriously, does one need Linux installed before one can use lilo? 
Or can you run it under DOS? If not, then Partition Magic is still 
probably the better solution at this point because it's where he and I 
are, as opposed to where we're going to be after installing Linux.
