vid capture/tv tuner/fm tuner question

Hi list.
     I am looking to buy/install a video capture/tv tuner/fm radio card.  I
would like the card to at least have the following features:

North American standard 
TV in
TV out
channel convertor
DVD ready
FM radio
 
     I am far from an expert on this subject matter so if I did not use
the proper terminology above forgive me.  Basically I want a card which
would allow me to tune in TV channels at least up to channel 90 or so,
allow me to save the signal in an ".avi" or similar format, possibly do
some video capturing, and tune in FM radio stations.  I am totally blind 
so the amount of memory onboard the card for supperior viewing doesn't
really matter to me.  Also since X-Windows doesn't work with speech
synthesizers yet, I would need the card to be compatible with a program or
A.P.I available for the standard linux text shell interface.

     If anyone has any experience with such a card I would apriciate hearing
from you.
