How to tell W3 to correctly parse HTML tags?

Hello, listers!
This is not to clutter the list, but to ask an advice from expert users of
W3 Emacs browser. You don't have to reply to the list. Maybe it is not a
good idea.
I noticed that W3 complains on URLs that contain such punctuation marks as
equal signs and ampersands. I would get an empty buffer in response, but the
"messages" buffer tells me that the url is malformed. I went into the W3
customization group and then URL-parsing group, but there was no such an
option to tell W3 to parse any URL. Perhaps you got a trick!
