Re: vid capture/tv tuner/fm tuner question

Can the TV access of rtune give access to the audio description that is
sometimes attached to TV movie broadcasts?

Would the video reception and video capture be useful to blinux users who
have low vision, e.g. by grabbing a frame for later perusal, perhaps with
image processing, magnification, or simply close up inspection?
