Accessibility issues of GUI interface in Linux

Hello, listers!
Has there been any talk about accessibility issues of GUI interfaces under
Linux? I have just looked through Gnome, Enlightenment, KDE and X-Windows in
general with my sighted friends, and we couldn't find any similar
accessibility features to what MS-Windows provides.
For instance,
One cannot access an object by pressing a highlighted letter;
Enter key does not work in many cases, one needs to just click on objects;
Scrolling is completely unfriendly, that is, just a small arrow is
available, arrow keys are unusable;
Doubleclick activation is not cross-applicable;
Some objects are too small to see for low vision person.

Some of you might say that we don't need to worry about these issues, since
there is no fissible GUI access for visually impaired people at this time.
I think we should start to spread the word now because later is going to be
too late. People will not want to redo their apps or huge projects in ten
years as easily.

I would like to hear your opinions on that issue. Could we work out some
sort of accessibility guidelines for Linux programmers and distribute them
to Free Software Foundation and Linux distributors?
Best wishes,
Victor
