To install emacspeak, do:
rpm -ivh <packagename>.noarch.rpm
or more verbosely:
rpm --install --hash -v <packagename>.noarch.rpm
The noarch thing is substituted for i386, alpha, or some other cpu
binary designation, since emacspeak is interpreted (scripting),
rather than a cpu specific binary.
See the blinux FAQ for general info about where you can get the
docs you need. Do we need some more specific questions and answers
there? Could you propose a specific question or two, such as:
Question: How do I install the emacspeak rpm from lebnet onto my
machine?
Possible answer: First get Linux installed on your machine, set up
for a ppp connection through you ISP, and connect, then run the
following command(s) from the the shell:
<list of commands> (or substitute shell script here)
But then we get the chicken and egg problem: how do you do this
stuff before speech is working. How would you want to do it?

People buy MicroShaft for compatibility, but get incompatibility and
instability instead. This is award winning "innovation". Find
out how MS holds your data hostage with "The *Lens*"; see
"CyberSnare" at http://www.netaction.org/msoft/cybersnare.html
