Some what true.  DECTalk express is not currently supported by speakup but
if someone has one of the synths that is supported there is no reason why
someone can't install linux with out sighted assistance.  There are boot
floppies and talking kernels at 
ftp.braille.uwo.ca/pub/linux/speakup
